Japan has started to fingerprint and photo foreigners who enter the country. It is only the second country after the United States to check foreigners in this way. Unlike the US though, all foreigners will be required to give fingerprints, regardless of Japan residential status. The Japanese government says it is an anti-terrorism measure but lets be honest, its blatant discrimination, so far there has been no terrorism in Japan committed by foreigners.
